' <br /> <br /> P <br /> <br /> ATTEST: <br /> <br /> Clerk-Treasurer ~ <br /> <br /> September 21, 1993 <br /> <br /> The regular meeting of the Mooresville Town Council was held <br /> Tuesday, September 21, 1993 at 7:30 p.m. at the Mooresville Town Hall. <br /> <br /> Council members present were Tim Viles, Steve Edwards, Dick <br /> Heald, Pat Overholser and Steve Ballard. No members were absent. <br /> <br /> The minutes of the previous meeting and special meeting of the <br /> Mooresville Town Council were approved as submitted. <br /> <br /> Mr. Bob Lawson of Lawson Auction appeared before the Council <br /> to request the closing of the east-west alley between Main Street <br /> and Harrison Street on October 13, 1993 for an auction. <br /> <br /> Motion was made by Councilman Heald, second by Councilman <br /> Edwards to close the alley requested by Mr. lawson on October 13, <br /> 1993 for an auction. Motion carried unanimously. <br /> <br /> Motion was made by Councilman Edwards, second by Councilman <br /> Heald to adopt Ordinance #11-1993 An Ordinance Amending the Zoning <br /> Ordinance of the Civil Town of Mooresville Enacted As Ordinance <br /> #13-1990 on second reading. Motion carried unanimously. <br /> <br /> Motion was made by Councilwoman Overholser, second by Councilman <br />Viles to adopt Ordinance #12-1993 An Ordinance Amending Ordinance <br />#26-1992 on second reading. Motion carried unanimously. <br /> <br /> Motion was made by Councilman Viles, second by Councilman Heald <br />to approve the first reading of Ordinance #13-1993 An Ordinance <br />Authorizing a Facsimile Machine for the Mooresville Town Court. <br />Motion carried unanimously. <br /> <br /> Motion was made by Councilman Heald, second by Councilwoman <br />Overholser to approve Halloween Trick or Treating on Saturday, <br />October 30, 1993 from 6:00 p.m.- 8:00 p.m. Motion carried unanimously. <br /> <br /> Motion was made by Councilman Edwards, second by Councilwoman <br />Overholser to release $21,883.20 from Rooker Trace Escrow Account <br />for Sections IV and $9,768.60 from Rooker Trace Escrow Account <br />for Section V. Motion carried unanimously. <br /> <br /> Councilman Edwards discussed the necessity for the Town to <br />develop a policy in regard to future annexations and sewer line <br />expansion. Council President Ballard appointed Councilman Steve <br />Edwards, Joe Beikman, Randy Haymaker and Tim Currens to a committee <br />to develop a policy on these subjects. <br /> <br /> Motion was made by Councilman Edwards, second by Councilman <br />Heald to have HNTB begin the procedure for the renewal of the <br />NPDES Permit. Motion carried unanimously. <br /> <br /> Animal Control Officer Mark Taylor reported he had eighteen (18) <br />calls, nine (9) animals impounded, four (4) animals returned to their <br />owners. <br /> <br /> <br />
