201 <br /> <br /> November 16, 1993 <br /> <br /> The regular meeting of the Mooresville Town Council was held <br /> Tuesday, November 16, 1993 at 7:30 p.m. <br /> <br /> Council members present were Steve Edwards, Tim Viles, Pat <br /> Overholser, Dick Heald and Steve Ballard. No members were absent. <br /> <br /> The minutes of the previous meeting were approved as submitted. <br /> <br /> Mr. Richard Puryear, 146 E. Washington Street, appeared before <br /> the Council inquiring about the sewer back-ups which were caused <br /> due to the recent rains. Mr. Puryear asked where the water was <br /> coming from, and how much water are they getting. <br /> <br /> Mr. John Kupke, Mr. Carl Waite, and Mr. Carlton Ray of HNTB <br />appeared before the Council explaining that since the sewer re- <br />habilitation project the main sewer lines are air tight and allow <br />no ground water into the system. Therefore, in excessive rain, the <br />water will seek a level, that level is in many basements. <br /> <br /> Mr. Kupke spent much time expIaiming the Mooresville sewer system <br />and answering questions in regard to the sewer back-ups. <br /> <br /> Mr. Gordon Gamble, 565 Arlington Drive, told the Council that <br />he has lived in Mooresville for twenty years and he has always <br />had sewer back-up problems. <br /> <br /> Ms. Rachael Ruona, 136 W. South Street, presented a letter <br />to the Council outlining the sewer problems in the South Street <br />area. <br /> <br /> Mr. Rick Siedl, 49 S. Franklin Street, informed the Council <br />that he had water in his finished basement. <br /> <br /> After much discussion people in attendance asked the Council <br />for water alarms so they would be aware when water was coming into <br />their homes. <br /> <br /> Motion was made by Councilman Edwards, second by Councilman <br />Heald to purchase water alarms for any citizens which request one. <br />Motion carried unanimously. <br /> <br /> Motion was made by Councilman Edwards, second by Councilman <br />Heald to investigate the possibility of purchasing pumps to use <br />to pump during heavy rains. Motion carried unanimously. <br /> <br /> Council President Ballard arranged a meeting with Mr. John <br />Kupke, Mr. Carlton Waite, Mr. Carlton Ray, Councilwoman Overholser, <br />Councilman Edwards, Mr. Joe Beikman and Mr. Randy Haymaker for <br />Thursday, November 18, 1993 at 8:00 a.m. at the Town Hall to discuss <br />a plan to systematically address the sewer infiltration problem <br />in Mooresville. <br /> <br /> Mr. Bryant Hopwood appeared before the Council to address the <br />problem of the change of level of the White lick Creek. The Council <br />discussed the possibility of construction upstream causing a rise <br />of the creek. <br /> <br /> Motion was made by Councilman Edwards, second by Councilman <br />Heald to contract HNTB to do a preliminary study of the upstream <br />construction and the effect it has had on the level of White lick <br />Creek. Motion carried unanimously. <br /> <br /> Motion was made by Councilman Heald, second by Councilman <br />Viles instructing Town Attorney, Tim Currens to write a letter <br />in regard to a torte claim in which the Town should not be a party. <br />Motion carried unanimously. <br /> <br /> Motion was made by Councilwoman Overholser, second by Councilman <br />Edwards to approve signing Ordinance #18-1993 An Ordinance to <br />Rezone Property in the Town of Mooresville.
