2O3 <br /> <br /> December 7, 1993 <br /> <br /> The regular meeting of the Mooresville Town Council was held <br />Tuesday, December 7, 1993 at 7:30 p.m. at the Mooresville Town Hall. <br /> <br /> Council members present were Pat Overholser, Tim Viles, Steve <br />Edwards, Dick Heald, and Steve Ballard. No members were absent. <br /> <br /> The mintues of the previous meeting were approved as submitted. <br /> <br /> Mr. Allen Moulton appeared before the Council to discuss the <br />possibility of the Town supplying a place for teenagers in Mooresville <br />to congregate. Councilman Viles advised Mr. Moulton he might <br />investigate joining a service organization which could fulfill his <br />social life as well as helping others. <br /> <br /> Mr. Monte Russell of Russell Enterprises appeared before the <br />Council to have the Council sign a contract between Russell Enterprises <br />and the Town of Mooresville regulating the sewer line to Russell <br />Enterprise's property on State Road 144. <br /> <br /> Motion was made by Councilman Heald, second by Councilman <br />Viles to approve the contract between the Town of Mooresville and <br />Russell Enterprises contingent upon the approval of Wastewater <br />Treatment Superintendent Steve Orme. Motion carried unanimously. <br /> <br /> Motion was made by Councilman Heald, second by Councilman <br />Viles to designate Council President Ballard as the signatory on <br />the Russell Enterprise contract. Motion carried unanimously. <br /> <br /> Motion was made by Councilwoman Overholser, second by Councilman <br />Edwards to approve the Contract between the Mooresville Town Council <br />and the Redevelopment Commission for the south side sewer extension <br />repayment. Motion carried unanimously. <br /> <br /> Motion was made by Councilman Viles, second by Councilman Heald <br />to approve Resolution #3-1993 A Resolution setting the tax at $2.95 <br />for 1994. Motion carried unanimously. <br /> <br /> Mr. Carl Waite of HNTB reported to the Council that they are <br />in the process of surveying home owners to check for sump pumps <br />connected to the sewer system. <br /> <br /> The Council agreed to give the owners of sump pumps connected <br />to the sewer, thirty days from the date of written notification to <br />remove their sump pumps before the Town would take further action. <br /> <br /> Motion was made by Councilman Heald, second by Councilwoman <br />Overholser to allow Sewer Collection Superintendent, Joe Beikman, <br />to help install storm drains in the yards of homeowners requesting <br />assistance for the cost of time and material. Motion carried unanimously. <br /> <br /> Economic Development Director Randy Haymaker advised the Council <br />that the Park Department will recycle Christmas Trees from December 26, <br />1993 through January 16, 1994. The trees will be made into <br />mulch and the mulch will be available for anyone interested. <br /> <br /> Motion was made by Councilman Heald, second by Councilman Edwards <br />instructing Economic Development Director Randy Haymaker to write <br />a prototype newsletter for the town. Motion carried unanimously. <br /> <br /> Animal Control Officer Mark Taylor reported he had twenty (20) <br />calls, five (5) animals impounded and one (1) animal returned. <br /> <br /> Motion was made by Councilman Heald, second by Councilman <br />Edwards to pay the bills and claims. Motion carried unanimously. <br /> <br /> There being no further business to come before the Mooresville <br />Town Council at this time, motion to adjourn was made by Councilwoman <br />Overholser, second by Councilman Heald. Motion carried unanimously. <br /> <br /> <br />
