238 <br /> <br /> November 1, 1994 <br /> <br /> The regular meeting of the Mooresville Town Council was held <br /> Tuesday, November 1, 1994 at the Mooresville Town Hall at 7:30 p.m. <br /> <br /> Council members present were Tim Viles, Steve Ballard, Dick <br /> Heald, Steve Edwards and Pat Overholser. No members were absent. <br /> <br /> The minutes of the previous meeting were approved as submitted. <br /> <br /> The following bid for the northside sewer replacement project <br /> was opened: <br /> <br /> Swinney Brothers Excavating $332,165.00 <br /> <br /> The Council took the ~bid under advisement until the next <br /> Town Council meeting. <br /> <br /> Motion was made by Councilman Ballard, second by Councilman <br /> Edwards to approve an escrow agreement for Environmental Development <br /> Rooker Run, Section II in the amount of $20,837.04. ' <br /> Motion carried unanimously. <br /> <br /> Motion was made by Councilman Heald, second by Councilman <br /> Viles to adopt Ordinance #17-1994 An Itinerant Merchants and <br /> Solicitors Ordinance on the second reading. Motion carried unanimously. <br /> <br /> Motion was made by Councilman Ballard, second by Councilman <br /> Heald to approve the first reading of Ordinance #18-1994 An Ordinance <br /> Regulating Animals. Motion carried unanimously. <br /> <br /> Town Engineer presented preliminary prints of the redesign <br /> of the intersection of Indianapolis Road and Old State Road 67. <br /> The Council stated it will be necessary to secure the needed <br /> easements and the relocation of existing utility poles prior <br /> to bidding the project. <br /> <br /> Motion was made by Councilman Edwards, second by Councilman <br /> Ballard to proceed to gather the necessary easements and relocation <br /> of existing utility poles and all other necessary demographics <br /> for the redesign of the intersection at Indianapolis Road and <br /> Old State Road 67. Motion carried unanimously. <br /> <br /> Mr. Steve Hopmier of Ambassador Steele appeared before the <br /> Council requesting that the 78 acres located adjacent to the <br /> Ambassador Steele plant be considered for an economic revitalization <br /> area. Council attorney Tim Currens informed the Council that he <br /> has recently been in touch with Ambassador Steele in regard to <br /> this matter, specifics of this matter will be presented at a future <br /> date. <br /> <br /> Motion was made by Councilman Heald, second by Councilman <br /> Ballard to authorize Economic Development Director Randy Haymaker <br /> to proceed to acquire the necessary easements for the southside <br /> sewer extension project. Motion carried unanimously. <br /> <br /> Street Superintendent Joe Beikman advised the Council of the <br /> following quotes for installing a handicap ramp in front of <br /> Town Hall: <br /> <br /> Sunco Construction $ 21,860.00 <br /> Smock Associates 27,000.00 <br /> Rock Foundation 5,685.00 <br /> <br /> <br />
