July 3, 1989 The regular meeting of the Mooresville Town Council was held Monday, July 3, 1989 at 7:30 p.m. at Town Hall. Council members present were Dick Heald, Pat Overholser, Jack Forbes, and Steve Edwards. Councilman Mike Fiscus was absent. In the absence of Concil President Fiscus, Council- man Edwards chaired the meeting. The minutes of the previous meeting were corrected to include the 1959 Sewage Works Bond in the bond refinanc- ing resolution. The minutes were then approved as corrected. Rhonda Furgeson appeared before the board in regard to the rezoning of Randy Pruden's buffer zone property from agriculture to multi-family. Motion was made by Councilman Overholser and second by Councilman Forbes to approve the recommendation of the plan- ning commission and approve Ordinance #11-1989 Rezone Pruden property from agriculture to multi-family. Motion carried. Motion was made by Councilman Heald and second by Council- man Overholser to approve Ordinance #10-1989, an Ordinance amending Ordinance #7-1989, Adopting the Indiana Fire Preven~ tion Code for Portable Fire Extingquishers. Motion carried. Motion was made by Councilman Forbes to replace the bush at 133 W. Washington St., which had been damaged by the town street department. Motion died due to lack of a second. Town Engineer Bill Abbott informed the board that an illegal storm sewer had been constructed on North Indiana Street. The board asked Mr. Abbott to inspect the storm -~ sewer in question and return to the board with a recommend- ation on how to make it safe. Motion was made by Councilwoman Overholser and second by Councilman Heald to approve the following swimming pool fill exemptions: Victoria Bruce 89 Sweetwood Drive Joe C. Thompson 57 Crestwood Drive David Harris 628 Indpls. Road Motion carried. Councilman Forbes made a motion to table any discussion on the budgets until a full board is present. Motion died due to a lack of a second. Councilman Forbes left the meeting. The board decided to ask the school to pick up the school crossing guards enabling the town to take these positions out of the police budget. Police Chief George Ditton asked the board to approve the creation of new ranks for the police department. The new ranks would not effect the approved police payroll for 1990., Chief Ditton requested that the part time dispatcher salary be added back to the police budget. Motion was made by Councilman Heald and second by Council-- man Overholser to approve Chief Ditton Requests. Motion carried. The board added $6,000.00 to the Economic Development budget for a car lease and $25,000.00 to the MVH budget for other equipment.
